Louisiana Terminates Planned Parenthood’s Medicaid Provider Contract
On Monday, Aug. 3, 2015, the Louisiana Department of Health and Hospitals exercised its right to terminate Planned Parenthood Gulf Coast's Medicaid Provider contract, providing written 30-day notice as required by the contract and relevant Louisiana law that says either party can choose to cancel the contract at will after providing written notice.
In recent weeks, multiple videos have surfaced showing Planned Parenthood Federation of America senior personnel and other employees describing how they actively engage in illegal partial birth abortion procedures and conduct these abortions in a manner that leaves body parts intact so that they can later be sold on the open market. Since these videos have surfaced, Gov.Bobby Jindal has directed DHH to investigate Planned Parenthood's activities in Louisiana and also sent a letter to both the Louisiana Inspector General and the F.B.I. asking them to assist in the investigation.
In announcing the decision, Gov. Bobby Jindal said Planned Parenthood does not represent the values of the State of Louisiana in regards to respecting human life
Gov. Jindal said, "In recent weeks, it has been shocking to see reports of the alleged activities taking place at Planned Parenthood facilities across the country. Planned Parenthood does not represent the values of the people of Louisiana and shows a fundamental disrespect for human life. It has become clear that this is not an organization that is worthy of receiving public assistance from the state."
According to a press release from the governor's office, DHH has concerns that Planned Parenthood could be acting in violation of Louisiana law that states no person or group contracting with the state or receiving government assistance shall require or recommend that any woman have an abortion. The state investigation into Planned Parenthood remains ongoing.
Louisiana's Medicaid Family Planning Services program is required to provide adequate services to women across the state. Cancellation of this contract at will does not jeopardize those services in any way as Planned Parenthood is just one of many providers in the Baton Rouge and New Orleans areas.
Benjamin Clapper, executive director of Louisiana Right to Life, released the following statement regarding the development:
"Louisiana Right to Life commends Gov. Bobby Jindal for terminating the state's Medicaid provider agreement with Planned Parenthood Gulf Coast. PPGC is a big abortion business that our tax dollars should not be subsidizing. In 2012 Planned Parenthood affiliates sold 327,166 abortions, and PPGC plans to sell more at a regional abortion center that is building on Claiborne Avenue in New Orleans.
"In legislative testimony, former PPGC employee Abby Johnson exposed that Planned Parenthood imposes abortion quotas on its employees. The videos showing the harvesting and haggling over prices of unborn children's body parts is simply another confirmation that Planned Parenthood is a big business that commodifies human life. Women's health services are available at the many public and non-profit heath units that understand that abortion is not healthcare."
Planned Parenthood Gulf Coast does not currently offer abortion services at its New Orleans or Baton Rouge locations. However, the group is building a new facility in New Orleans and plans to do abortions there.

Senate Democrats Stop Vote to Defund Planned Parenthood
Senate Democrats defeated an effort to revoke taxpayer funding for the Planned Parenthood abortion business Monday, Aug. 3, 2015, by filibustering the bill and preventing a vote on it. Republicans were unable to secure the 60 votes needed to invoke cloture and stop debate on the bill, allowing an up or down vote.
The legislation followed shocking videos that have caught Planned Parenthood doctors discussing and arranging the sale of body parts of aborted babies.
Louisiana Sens. David Vitter and Bill Cassidy were among 44 co-sponsors of S.1881. Cassidy argued the merits of the bill on the Senate floor.
The Senate voted 53-46 on the cloture motion - failing to get the 60 votes needed to stop the Democratic filibuster against the defunding measure. Had the cloture vote been approved and the bill passed, and should the House pass its own bill to defund Planned Parenthood, President Barack Obama said he would veto the measure.
The vote was an improvement over a 2011 vote that saw the vote on the filibuster fail and technically the Senate is five votes away from overcoming a Democratic filibuster.
Republican Sen. Susan Collins of Maine voted to allow a vote on defunding Planned Parenthood but indicated she would vote no on the defunding bill itself. Pro-abortion Republican Lisa Murkowski of Alaska voted for cloture as well along with Democrats Donnelly of Indiana and Joe Manchin of West Virginia.
Republican Sen. Mark Kirk of Illinois was the only Republican to vote against the defunding effort, while pro-life Sen. Lindsey Graham, who supports defunding Planned Parenthood, missed the vote to campaign for president.
Following the vote, Sen. Vitter released the following statement: "Given that abortion is such a divisive issue among Americans, federal taxpayer dollars absolutely should not go to abortion mills like Planned Parenthood. We have plenty of other options - like community-based clinics that don't perform abortions - that can fund other services like pre-natal services. Federal taxpayer dollars shouldn't go to this organization or any other abortion mill."
With the Senate voting against defunding, attention now turns to attempts to defund Planned Parenthood via the budget process. Already, 18 House Republicans, including Louisiana Congressman John Fleming, have said they will not allow passage of any essential bills to fund the federal government if such bills do not include language defunding Planned Parenthood.
Attention now also turns to Congressional and state efforts to investigate Planned Parenthood's sale of body parts from aborted babies and state-level efforts to defund Planned Parenthood further.
1,755 days after Planned Parenthood purchased its first piece of property on Claiborne Avenue in 2010, the foundation for its new abortion business was poured. This building has been strategically designed to squeeze every last abortion out of the New Orleans area. Planned Parenthood officials have stated themselves they believe 2,844 abortions can be performed at this facility every year. If they succeed according to plan they will kill enough babies over a 10-year period to fill all the seats in City Park’s Tad Gormley Stadium.
We remain hopeful that Planned Parenthood will not be able to get a license to perform abortions. We are awaiting the results of an appeal filed by Planned Parenthood after the Department of Health and Hospitals denied it an outpatient abortion facility license.

The ads helped raise awareness about Planned Parenthood's plans to sell abortion on Claiborne Avenue in New Orleans. In 2012, they performed 327,166 abortions, maintaining their position as the largest abortion business in the nation.

After purchasing three parcels of land at 4636 S. Claiborne Ave in New Orleans near Napoleon Ave., Planned Parenthood, the nation’s largest abortion business, plans to open a $4.2 million dollar 7,000 Sq. Ft. abortion facility on Claiborne Ave in 2014. This facility will be the largest of its kind in Louisiana.
Planned Parenthood Must Pay $1.4 Million in Medicaid Fraud
Louisiana Right to Life Calls on Governor Jindal to Freeze PPGC Medicaid Payments
New Orleans, LA: The Texas Attorney General's Office today announced the conclusion of Texas's Medicaid fraud investigation into Planned Parenthood Gulf Coast, Inc. In the release, the Texas AG's office stated, "Under today's agreement, Planned Parenthood Gulf Coast must pay $1.4 million for fraudulently overbilling the taxpayer-funded Medicaid program."
Benjamin Clapper, Executive Director of Louisiana Right to Life, and Dorinda C. Bordlee of Bioethics Defense Fund, the architect of SCR 57 by Sen. Danny Martiny and HR 105 by Rep. Frank Hoffmann, made the following statement:
"The Texas Attorney General's announcement confirmed what we discussed in the Louisiana Legislature and what was laid out in SCR 57 and HR 105: Planned Parenthood Gulf Coast (PPGC) has fraudulently over-billed the taxpayer-funded Medicaid program, and therefore, the taxpayers of our nation. PPGC, the Planned Parenthood affiliate planning to build a $4.2 million regional abortion center on Claiborne Avenue in New Orleans, now must repay the government $1.4 million.
Currently, PPGC, managed out of Texas, operates two Louisiana facilities, one in New Orleans and one in Baton Rouge. In the official complaint documents, Karen Reynolds, the "whistleblower", claims that the fraudulent practices were present at all of PPGC's clinics, including the two facilities in Louisiana.*
We expect in the coming months and years even more evidence of PPGC's medicaid fraud to be made public. The settlement today only relates to the whistleblower suit from Karen Reynolds. The whistleblower suit from former PPGC Facility Director Abby Johnson has not gone to settlement at this time.
Louisiana does not need a company with a history of fraud and abuse setting up a regional abortion center in New Orleans in the name of "women's health".
"Based on this serious abuse of taxpayer funds, we encourage the Jindal Administration to immediately suspend Louisiana's contract with Planned Parenthood Gulf Coast pending a thorough investigation as urged by the legislature in the two detailed resolutions."
